This is an attempt to illustrate that a 4 color mana base is possible on a budget. This came up due to discussion on the newly announced commander precons, which will be 4 color. To emphasize this I chose the "not green" (yore-tiller) combination. To further emphasize the possibility of this, I copied a yore-tiller deck, and made cuts and additions to attempt to get the budget around $50, which seems reasonable for WotC to print for $35.

Some observations:

1) The mana base actually works really well, so there's probably some cuts that can be made here, but this helps illustrate the different options that are available.

2) The mana base is helped by the dual land cyclers. These are especially good in yore-tiller because you can reanimate them, but they might not be bad in the other decks as well.

3) There's some mana producers which are interactive and could be political, which could be fun: spectral searchlight allows you to help other people out, who may also be running the 4 color precons, and rhystic cave allows people to deny you mana. Rhystic cave may be too confusing to reprint though.

4) The expensive lands that are still in here seem to be expensive just because they're old and haven't been printed much. I don't think WotC would be afraid to reprint them. Perhaps some of them are on the reserve list, but I'm not sure, I don't believe so. These lands include: arcane sanctum, grand coliseum, and pillar of the paruns (which might not actually be super useful in this deck anyway).

5) the lairs are slow, but I tried to allow the lands to tap for at least 3 colors, and they can potentially be used to bounce vivid lands to recharge them.

6) I can definitely imagine WotC including a new command tower / opal palace like land, or a land that taps for 4 colors. opal palace might get replaced, but I imagine command tower would still be included.
