We now have a dedicated Wolf Tribal Commander, and her abilities seem very strong. The first thing to note is that she's a dedicated wolf creature factory, so we want to be able to abuse that ability as much as possible, but her second ability is the possible downside to the deck, she makes a lot of wolves with repeatable ease but wolves are historically not creatures with the highest power and toughness
The idea is simple enough, make as many wolves as possible and provide them with enough anthem effects to make profitable attacks either, as a downright swarm of tokens or to activate abilities to allow them to continue to grow.
Commander: Tolsimir, Friend to Wolves, so it limits my colour selection away from Red which is the other supported colour for werewolves
Popping out lots of wolves with all card types in my deck, plenty of flexible ways to create wolf tokens.

The idea is simple enough, make as many wolves as possible and provide them with enough anthem effects to make profitable attacks either, as a downright swarm of tokens or to activate abilities to allow them to continue to grow.
There is a tight consideration when selecting Wolves in Magic. Werewolves and Wolves are 2 different creature types so making sure I stay with as many Wolves as possible and despite having some werewolves in the deck they provide multiple benefits when flipped to either reduce cost of creature spells or to provide an anthem effect such as the case with Mayor of Avabruck   and Nightpack Ambusher

The best creatures in the deck are either Master of the Wild Hunt or Wolfbriar Elemental Ramunap Excavator is to stop cards like Field of Ruin, Strip Mine, Ghost Quarter, Wasteland from taking my utility lands.

Get out my commander as soon as possible, then start ramping to maximise my token producers.
Once the ramp has been set up to try and get one of my planeswalkers out whilst making sure that i find as many of 14 anthem effects like; Metallic Mimic Coat of Arms Door of Destinies so they can protect my planeswalkers and then get Shalai, Voice of Plenty to protect them from targeted removal until I can set up the trample effects with Nylea, God of the Hunt or Vivien Reid.
Now with things set up I can either sink my mana into Shalai, Voice of Plenty or Gavony Township but along the way I'm likely to lose a fair chunk of my work to boardwipes.

Making sure that my mana producers get protected with Shalai, Voice of Plenty, and that I can protect her long enough to generate large sums of mana with Gaea's Cradle and Growing Rites of Itlimoc   to sink into Gavony Township or card: Marshall's Anthem

The other consideration is how to recover from board wipes which will be the downfall of the deck if I don't have enough recovery cards like:

Creeping Renaissance Emeria, The Sky Ruin The Mending of Dominaria Ramunap Excavator or Genesis Wave

Interesting synergies can be utilised with The Mending of Dominaria and Garruk, Caller of Beasts second ability allowing you to grab your biggest creature from the graveyard and put them straight onto the battlefield.

Pack Guardian gives you wolves for discarding lands, if you have Ramunap Excavator you can discard a land, get a wolf, play the land from your graveyard and with Karametra, God of Harvests get another land from your deck into play

Cloudstone Curio is mainly to make sure that i can keep Arlinn, Voice of the Pack on the field as long as possible, but it can serve nicely to buff up any of my wolves when if i have a Metallic Mimic in play or to create more wolves repeating the Pack Guardian and Ramunap Excavator synergy

Ramp is essential in green so cards like:

Karametra, God of Harvests

Kodama's Reach

Explosive Vegetation

Tempt with Discovery

can get the lands out of my deck and allow me to draw more gas into the late game.

Screwed up by having the Garruk Relentless   planeswalker due to colour identity had to come out.

Easy fix though with another anthem effect in place via the land Gavony Township

Helix Pinnacle is too slow, and would take up to much mana to be efficient in the deck so another anthem effect comes into the deck in its place with the original Tolsimir Tolsimir Wolfblood

A new anthem effect has been printed in M20, which has 2 modes which allows me to find another creature of the same type in Icon of Ancestry that comes in for Solemnity which is a good card but doesnt help me with my own strategy and is narrow against certain strategies

Removed a boardwipe for a new wolf spoiled in Throne of Eldraine Wicked Wolf a very good Helm of the Host target especially with a few anthem effects taking down creatures every combat step
