This is a deck I built for oathbreaker. It uses Persistent Petitioners + Tamiyo, Collector of Tales with other players untap step. With this deck, some players have played their last turn before you even appear to be a threat.

Untapping on each players upkeep lets you mill out players before their turn. When it gets to their turn you even get their untap step so you can start milling someone else. They loose on their draw step. Getting flash and untapping of lands is really strong as Prophet of Kruphix is not banned in oathbreaker it is a huge power play.

Otherwise using; Seedborn Muse or Awakening for untapping everything and Leyline of Anticipation or Vedalken Orrery for flash

Letting a good card go to the graveyard while you are naming Persistent Petitioners with Tamiyo, Collector of Tales is not a big deal as you just minus Tamiyo to get it.

A big combo is Persistent Petitioners + Thrumming Stone but ensure to mill out the player most likely to wipe the board after that.

I run Return to Nature as the command spell as you sometimes need to deal with problems your opponents have.

Also Cyclonic Rift , Blink of an Eye or Winds of Rebuke are good options.

If you are dealing with a creature heavy meta consider Fog or Pause for Reflection

You can really bank on those zombies from Undead Alchemist with Compelling Deterrence but I don't reccommend it.

Vitalize is a solid choice but you really are looking for utility with the command spell.

I added Turntimber Sower and Genesis for the incidental self mill. I like value for the land mill and important creature recursion on upkeep. There is a graveyard lands matter deck build path, but this is not it.( Splendid Reclamation or command spell Neoform chain from Persistent Petitioners to Eternal Witness to World Shaper to get any of your 5 drops. Now you're adding Tatyova, Benthic Druid ... Wait wait we are off topic)

Still about the lands Creeping Renaissance gets lands to hand or all of your creatures after a board wipe if you Thrumming Stone d all of your Persistent Petitioners in.

You can actually embrace the self mill option with Jace, Wielder of Mysteries + Laboratory Maniac but then you are looking to add in Eternal Witness and Regrowth for the inevitable destruction of your win conditions.

Looking for card draw/advantage I wanted to get the cheapest mana options that still worked within our strategy. Winding Way and Lead the Stampede are pseudo card draw/ways to add cards to our hand without paying more mana for a blue spell. Sylvan Library is by far the best in this category. I dont own one so I run Bounty of the Luxa . It is ramp and card draw but it is slow and is a 4 drop.

Memory Erosion and Increasing Confusion are there to help our strategy. You can add in some other mill options like Dreamborn Muse , Psychic Spiral , Traumatize and Jace, Memory Adept but I did not find room.

If you need to ensure someone does not have a specific card try Return to Nature + Tunnel Vision . Although it might be tough to get up to the mana required, it will cripple a single card strategy deck.

If you dont have the cash for Thrumming Stone , Paradox Engine or Sylvan Library even Intruder Alarm think about Vanquisher's Banner and other maybeboard options depending on your local meta. Cheap and utility lands are there too.
