I don't usually build Blue decks, so this one's kinda weird. The idea is to use the creatures in blue that depend on blue doing what blue does best: casting instants and drawing cards.

I wanted to do something with the freaky monsters that are stuff like Delver of Secrets  , Shark Typhoon, Ominous Seas, and Octavia, Living Thesis.

The non-monster cards in the deck are mostly focused on finding or activating them. Brainstorm, Consider, and Opt all do some neat card management stuff including drawing cards so work with Ominous Seas and are cheap to cast so easily get in the graveyard for Octavia, Living Thesis. Cryptic Command also draws cards and works great on defense. Also on defense we have Condescend because its scry will help with Delver, as well Hard Evidence, which makes a crab (a monster imo) and a clue token which helps us draw a card when we need to put a counter on Ominous Seas.
