This deck wants to get down Veyran, a payoff card, and then cast as many spells as possible, chaining wheels, cantrips, and other draw spells into each other while netting triggers along the way.

Lion's Eye Diamond + Underworld Breach + Wheel of Fortune can combo out and enable enough storm count and mana to win through any of the actual win conditions.

Win conditions are combat damage using Veyran, Voice of Duality, Harmonic Prodigy, or Storm-Kiln Artist, and non-combat damage with Aetherflux Reservoir, Guttersnipe, Ral, Storm Conduit) or Niv-Mizzet, Parun.

The combos and win conditions are efficient, but without a large tutor suite, the deck kind of needs to draw into them manually. With all the wheels, that's a possibility, but a randomized one. I purposely choose not to optimize all the way to cEDH, because I like this deck feeling a little mad scientisty, a little Izzet-y... there's always a chance to fizzle. The deck is certainly very strong, but very easy to get hated out of a pod and arch-enemied.
