So what we have here is a U/R Wizard Izzet Deck. Most decks like this do use burn spells but I've geared this deck to run mainly off of that game plan specifically. Most if not all cards in this deck are low manna cost and can be played on the 2nd turn if not 1st turn if you draw a Mountain and a Shock .

Instants

Opt - Great 1 Manna card to have in this deck cause it helps for card draw when you can't seem to get what you need. Also it helps when you're trying to pump up your wizards.

Ionize - What makes this card useful is that it can counter any spell and not just a specific type. Not only that but once the counter resolves, it deals 2 damage to that spells controller which helps with your burn strategy.

Lightning Strike - A two manna burn spell which comes in handy. Nothing to really explain here, just straight forward burn.

Shock - Turn one 2 damage gives you a head start if you can draw this on your opening hand.

Wizard's Lightning - This card is a 3 manna drop for 3 damage unless you control Wizard creature, then it becomes a 1 manna card for 3 damage. which every creature you have in the deck is a Wizard so you normally want to save this card for when you have creatures on the board.

Sorcery's

Ghostform - Again a cheap two manna sorcery that makes up to two of your creatures unblockable. This works wonders when you have two creatures that have been pumped up and you can hit for a big chunk all at once.

Creatures

Adeliz, the Cinder Wind - This is the main creature card you need to draw. Turn three if you have her you can pull her out and attack for 2 damage through the air. She has haste and flying abilities, plus she is easy to pump up herself and she pumps up your other wizard creatures with her whenever you put down an Instant or a Sorcery.

Goblin Electromancer - This guy can help you out tremendously in the short term and long term game. If you can get him out early you reduce the cost of all Instants and Sorcery's you have and therefor make the game end that much faster.

Viashino Pyromancer - This guy doesn't do much except deal 2 damage when he enters the battlefield and block attackers if you need him to do that. May not seem like much but that 2 damage helps a lot so get him out when you can.

Wee Dragonauts - These guys are easy to pump up and they pump up fast. If you can get him on the board along with your Adeliz, the Cinder Wind you can really do some damage. Add in a Goblin Electromancer and your sorcery's and Instants are cheaper and you can just dump a ton of burn spells on your opponents all the while pumping up your wizards and then hit them again through the air with some way pumped up flyers.

Enchantments

Thousand-Year Storm - I only have one of these guys in the main deck because it's a long term strategy card. If your opponent is running control and is dragging the game out you can use this cards effect to copy your burn spells and do double damage.

Sideboard

Blink of an Eye - Sends nonland permanent back to its owners hand and if you pay the extra manna cost you get card draw. Great against aggro decks.

Essence Scatter - Counter spell, great when you need to side board in some defense

Disperse - Another card to return nonland permanents to their owners deck.

Hijack - Gives you control of a target artifact or creature until end of turn and then gives it haste and it untaps. So basically, if your opponent keeps bringing in a heavy hitting creature or artifact you can sideboard in this card and use it against them.

Negate - Simply put, this is a simple counter for a noncreature spell.

Thousand-Year Storm - I added in two more of these cards to the sideboard cause if you get in a marathon match you can sideboard in more of these guys and have a better draw chance.
