Sideboard

Build as the third instalment of my 75% mono-coloured series here are my others: Red, Green, White, Black

It combines the greatest powers of blue (card draw and counter spells) with big blue creatures.

The main idea

Use ramp to cast Tromokratis and use his as a bulldozer and blue creature wipe.

Oh, and win through commander/general damage

Early Game

Build ramp, fetch lands, cast artifacts: Thran Dynamo, Caged Sun, Sol Ring, Armillary Sphere, Expedition Map, Mana Matrix all are very powerful.

Maze of Ith, and Mystifying Maze kept me in the clear (and an opponent's Brago in check).

If it's really nasty: there is always the occasional Counterspell to help you out, or AEtherize, Evacuation, Cyclonic Rift to return it to hand. Other board Wipes include: Crush of Tentacles (flavour!) and Scourge of Fleets. Or simply Illusionist's Gambit it if they are attacking you.

And creature removal: Rapid Hybridization, Reality Shift

Propaganda, Rhystic Study, and Mystic Remora also slow down opponents (if they pay the fine), and the latter two also grant you some card draw (I included Mind's Eye for more card draw)

If you manage to cast Scroll of the Masters early, then you'll get a lot of counters (pun intended)

Card draw: via Mystic Remora (under appreciated, but it always gets me some many cards) , Rhystic Study, Mind's Eye, and such

Mid game

Cast Tromokratis. Now people will have seen this coming and taken precautions. That's why there are more counterspells, Thwart , Dissolve, Disdainful Stroke, and such.

You can also cast creatures like: Guile and Consecrated Sphinx. I really wanted to use Guile , and if there is a deck he might fit in, it is this.

Obvious synergy/combos in this phase:

Silent Arbiter + Tromokratis : interesting synergy. Opponents can only attack you with one creature. You can attack with Tromokratis, and if your opponents have more than one creature, this makes Tromokratis unblockable.

Guile + Scatter to the Winds or any other counterspell. Plus Guile get's shuffled back into your deck, very good against mill decks.

Runechanter's Pike: fills up nicely with all the sorceries and instants in this deck

Kusari-Gama + Tromokratis =Blue creature wipe. Makes your opponents think twice about whether to block or not.

Darksteel Plate + Tromokratis or Shield of Kaldra: extremely powerful

Gorgon Flail + Tromokratis : another wipe

Grappling Hook + Tromokratis : wipe (and exit annoying creature)

Not of This World + Tromokratis : if something targets Tromokratis during its attack, you can counter it for free!

Tromokratis + Scythe of the Wretched : one scythe to rule them all

But Infiltration Lens (block? draw cards!) is also awesome in this deck

If you attack and there is a nasty (token) creature, look no further than: Turn to Frog , Ovinize , Scourge of Fleets to help your Tromokratis

Late Game

Time to finish it. Sleep , Polymorphist's Jest, Curse of the Swine, Icy Blast

Special mention for Whelming Wave and Breaching Leviathan, a win condition if there ever was one.

Budget options

If you want to make a budget version of this deck, leave out the swords, Consecrated Sphinx, and Academy Ruins (and counterspell). Then include Hero's Blade , Guardian of Tazeem (and Spell Burst?) and an additional island and I think it will work quite well.
