My playgroup was challenged to make mono colored decks to bring to our future table. Here is a mono blue deck that uses flicker to take advantage of effects and should have plenty of card draw.

I am looking for help in improving the flicker effects. There is plenty of card draw, but very few of the card's effects hit other players.

Any advice to improve the deck would be great. Thanks!
