Designed for 1v1 Brawl after the new 20 life start rule.

Since Baral, Chief of Compliance has been banned, it's time for Mono-Blue to look for a new leader. I recently saw an EDH Deck Tech for Tetsuko Umezawa, Fugitive and realized she might be just what Blue is looking for.

Control the board, turn sideways with evasion, and Voltron Pump when needed. It's not crazy for this deck to hit for 20 by turn 4 or 5, and thanks to Tetsuko's low mana cost, there's enough redundancy and reliability in having your Commander out.
