This cEDH deck has several game plans that can be plotted simultaneously in order to seize victory. The first is a plan centered around Underworld Breach. With Lion's Eye Diamond + Underworld Breach + Wheel of Fortune , we can access the entire deck. From there, we can follow up with a combo that actually wins us the game. There are several ways to do this...

This deck has a complex mill combo that can actually fuel Underworld Breach if Lion's Eye Diamond is nowhere to be found. Razaketh, the Foulblooded, Chains of Mephistopheles, and Emergence Zone must be on the battlefield. Razaketh is usually cheated out by Oath of Druids, Reality Scramble, or Transmogrify. In addition to the on-board permanents, Burnt Offering, Reiterate, and Wheel of Fortune must be in our hand. After cracking Emergence Zone, we then cast Burnt Offering, sacrificing Razaketh. With Burnt Offering on the stack, repeatedly cast Reiterate, targeting Burnt Offering, for infinite black and red mana. Cast either commander, then sacrifice them to search for Underworld Breach; cast it. With Reiterate in hand, cast Wheel of Fortune. With infinite mana, repeatedly cast Reiterate targeting Wheel of Fortune. Because of Chains of Mephistopheles, everyone mills seven instead of drawing seven. After executing this loop some number of times, each player’s library is completely milled. If an opponent mills a card that allows them to shuffle their graveyard (or parts of it) back into their library (such as Ulamog, the Infinite Gyre), simply escape a Grapeshot or Tendrils of Agony to kill all opponents.

The only creatures in the deck that aren't Food Chain fodder (excluding Razaketh) are Tergrid, God of Fright   and Sire Of Insanity. This is an extremely powerful combo that enables us to steal all of the permanents out of our opponents' hands. These creatures can be easily fetched with Oath of Druids, Transmogrify, or Reality Scramble, as mentioned previously.

Another very useful card for this deck is Oath of Druids, which fills up our yard and gets to the few creatures from the mainboard. There is another route to victory through Food Chain, Goblin Bombardment, and Squee, the Immortal or Eternal Scourge. If all else fails, use Aetherflux Reservoir + Bolas's Citadel + Sensei's Divining Top to cast the whole library.

Oh, and here is a much cheaper version of this deck; it's still quite costly, but the overall expenses were cut to less than half: Tana/Tevesh Storm (Smaller Budget Edition).
