The end of evolution.

I was never a fan of Slivers... A friend of mine had a really mean Sliver deck that everyone in my playgroup feared playing against, so they were always the "bad guy" to me. When they were re-introduced in M15 (with a more humanoid appearance), I had a bunch of them lying around, so I jokingly told my buddy I was making a Sliver deck. Not surprisingly, he was all in favor of it, so I decided to go for it - at the time, my Horde of Notions EDH was a little too casual, so this was to become my true 5-color EDH deck.

Mirari is included in the Sideboard for flavor reasons, as it was the Mirari's energy in the lore that caused Slivers on Dominaria to grow out of control, eventually fusing together to create what would become the Sliver Overlord - the "ultimate manifestation" of the Hive Mind.

Legendaries

Sliver Overlord is the main general, but the other legendaries are also included to mix it up once in a while:

Sliver Queen for a combo general.

Sliver Hivelord for a harder-to-remove general.

Sliver Legion for a more random, aggro general.

The First Sliver for a more random, fun general. Also, apparently Slivers needed Cascade.

Slivers

Slivers are an interesting tribe because of their "evolution" abilities, giving their abilities to all other Slivers (and with M14/M15, only Slivers you control). Multiple redundant copies of Slivers with good abilities, along with Sliver Overlord's tutor ability helps recover from board wipes easier.

Amoeboid Changeling for turning things into Slivers (and then stealing with Sliver Overlord), or making things lose tribal buffs.

Quick Sliver for flashing Slivers in at instant speed.

Hibernation Sliver and Pulmonic Sliver help protect important Slivers from boardwipes/removal.

Sliver Hivelord for indestructibility, Crystalline Sliver for shroud, Ghostflame Sliver makes Slivers colorless (for playing around All is Dust or protection from colors).

Battering Sliver, Belligerent Sliver, Horned Sliver, Shifting Sliver, Ward Sliver and Winged Sliver for different forms of evasion/protection.

Battle Sliver, Megantic Sliver, Might Sliver and Sliver Legion for pumps.

Combos

Sliver Queen allows for a few infinite combos:

  1. Sliver Queen + Mana Echoes = Infinite Sliver tokens and Colorless Mana

  2. Sliver Queen + Basal Sliver + Training Grounds = Infinite Sliver tokens and Black Mana

  3. Sliver Queen + Basal Sliver + Cloudshredder Sliver/Heart Sliver + Manaweft Sliver/Gemhide Sliver = Infinite Sliver tokens and Mana of any color

  4. Sliver Queen + Intruder Alarm + Manaweft Sliver/Gemhide Sliver = Infinite Sliver tokens and Mana of any color

Once any of the above are assembled, add Acidic Sliver or Lavabelly Sliver for infinite non-combat damage or Blur/Heart/Reflex for haste to attack for infinite combat damage (or Psionic Sliver for infinite non-combat damage, after they have haste).

Other Permanents

Coat of Arms and Door of Destinies pump Slivers, Urza's Incubator and Herald's Horn reduce Sliver costs.

Training Grounds for reducing Sliver Overlord's abilities to 1 mana each.

Descendants' Path can cast Slivers for free (or filter away Signets/lands later in a game).

Wild Pair gets a free Sliver when one is cast (which can get a little weird with power/toughness buffs).

Mana Echoes gets ridiculous amounts of colorless mana (even without going infinite with Sliver Queen).

Primal Surge (Retired)

One of the ideas behind the design of the deck was to have ALL permanents, except for one sorcery spell - Primal Surge. This way, casting Primal Surge can essentially just flip the entire deck over, stopping only if you decide to. Mana rocks/slivers definitely help in casting it, as 10 natural mana can be tough without any ramp spells.

Maze's End (Retired)

With Primal Surge being a win condition, I decided to include all 10 Guildgates and Maze's End as an alternate win condition. They make for a decent, inexpensive 5-color manabase and Amulet of Vigor makes them even better.
