Build list for a budget, creatureless Rielle deck. Handful of control enchantments in Smoke, Propaganda, Back to Basics and Cursed Totem to slow/limit opponents but predominately a focus on low CMC discard/draw cards that exploit her ability. The basic premise is draw lots of cards fast, discard to your graveyard and use recursion to pull needed pieces back via Mystic Retrieval, Recall, Codex Shredder, Past in Flames, etc. or just end up with the right cards to do the thing.

Infinite mana combos off Isochron Scepter and Dramatic Reversal as well as Reiterate and Mana Geyser for X spell wins from Comet Storm or infinite buyback on Capsize

Omniscience plus draw pulls a win off Jace or Thousand-Year Storm or Aetherflux Reservoir or any combination of those

If you want to be cheeky you can use Leap to swing Rielle for lethal commander, it's really in there as a cheap draw card but I do think it would be funny to one-shot someone with the commander in a creatureless deck.
