Rat Colony is significantly better than Relentless Rats, because -

• Rat Colony gets a power boost from all rats, not just the others of its name
• Rat Colony costs cheaper. Significant, in that Rat Colony can flood the board to crazy power significantly faster without using ramp (4 rats by turn 4, rather than Relentless' 2, and the numbers do not get better for Relentless)
