Hmm... I've noticed that I've almost never played mono-red before...

Maybe I should try RDW. I mean, you don't have to be only red to be mono-red...

Hmm... I GOT IT! I'll play BURN!

So Dimir RDW is a form of burn. It's as aggressive as any other RDW deck, and we splash black for more removal since we're mostly directing damage against the opponent, not their creatures. We have Ruin Crab and Hedron Crab as a way of damaging our opponent, and Drown in the Loch will be more effective the more we burn our opponent.

Anyways, this is a super casual deck. It is legal for modern, however for casual formats where anything is allowed except for some banned cards, you could swap out Careful Consideration for some Brainstorm . Let's explain the categories because I'm not bothered to create an entire essay primer.

Here we have cards that... mill. They consist of cards that punish your opponent from playing magic, cards that reward you for playing magic, and cards that award you for... playing magic... Hm...
These cards give you extra draw power. Combined with the Tutelages they mill even more. Visions of Beyond essentially is "Draw 3 cards. Mill 6" due to the tutelage. Careful Consideration mills for 8 as well, and Brainstorm , while not granting card advantage, you're still technically drawing cards, so you're basically getting a strictly better Tomb Scour out of it.
Due to the fact that we're playing Dimir RDW, we don't exactly have great access to removal. However, because we're playing Dimir, and not Mono Blue, we have access to multiple forms of removal, like Drown in the Loch , Feed the Swarm , and Bloodchief's Thirst .

So that was a deck. This is an extremely casual deck, it's mostly meant to be for fun, so you aren't going to win too many games. Nonetheless, enjoy.
