You know, the usual W/U strategy.

Oh and I guess there are some spells and stuff.

Ok, but more seriously - this deck was designed to basically be the polar opposite of your typical Azorius deck. Yes, there are some classic control elements in there, but most of them are designed to slow opponents down so we can push forwards for an aggressive victory. The downside to this is, obviously, that Noyan Dar costs 5 mana, so getting him out, sticking him on the board and also being able to cast spells afterwards is, in reality, somewhat of a pipe dream.

Still, that's the goal - since the deck relies so heavily on Noyan's existence it's pretty much a meme deck as a result. While many Noyan decks might aim to go wide and animate as many lands as possible, this one typically aims to go tall, with ways to churn out as many counters as fast as possible.

The big lynchpin here is the oft overlooked View from Above - if we manage to get a Primal Amulet or Jace's Sanctum to stick, and even if we don't, it is an instant that we can recast over and over and over and over.

Most everything else focuses on taxes and attrition - killing as many creatures as possible while avoiding our own lands in the crossfire - note that all of the AoE here specifies "Nonland" permanents - this is a big deal.

Finally, there's one other meme combo hiding in the deck involving Mirrorweave and Contested War Zone . I'll leave you to do the math.
