So, I'm building this list out of quarantine boredom and also to exercise creativity.
The intended power level is for casual, kitchen table play (as most of my decks)

Budget is somewhat undefined as this project may be never executed, but I have some kind of "guidelines": Highest prices are around 10 bucks per card, except cards I actually own already (Land Tax, Sensei's, Skittles, etc)

I wanted to build an Obosh deck and after some research I found that Kaalia to be interesting. She gives me kind of a line on how to build the deck ("forces from above and below" tribal) and works as some kind of card advantage engine, when she hits the battlefield we will be "drawing" up to 3 cards that are pure gas and this is neat
Doubling damage is one of my favorite things to do in commander and I was feeling like to try and build a Companion list so there it is.
Not in a particular order:
1. Try to ramp, fix mana and draw cards as best as we can do in Mardu with only odd cmc stuff (Kaalia included)
2. Play big guys and smash face
3. Play damage doublers and keyword enablers (Obosh included) to smash face even harder
4. Remove stuff that is on the way, sometimes the dragons will just eat them with ketchup
5. Reanimate dead creatures to use them again
6. Beat more face
7. Beat face
8. Face
Our main beatsticks.
Anya, Merciless Angel: Becomes bigger as the game goes long
Archangel of Thune: Nice lifelink beatstick and grows the whole team
Boltwing Marauder: +2/+0 that actually will be +4/+0, or maybe +8/+0
Herald of the Host: Alone it deals 12 damage. With Obosh it deals 24
Skithiryx, the Blight Dragon: You know this guy. Just unfair.
Stormbreath Dragon: Nice body on it's own, monstrosity ability may be lethal
Sunscorch Regent: Grows big and get us some life
Sephara, Sky's Blade: Nice beatstick that should be dealt with or will guard all flyers on the team
Double damage as many times as you can! Obosh would be in this category.
Duelist's Heritage: Nice to play a litte earlier. Can be used politically.
Berserkers' Onslaught: nice text for the CMC.
Dictate of the Twin Gods: Can be a combat trick, just be careful with the knockback
Gratuitous Violence: Second Obosh
Angrath's Marauders: Third Obosh
Gisela, Blade of Goldnight: Fourth Obosh but better (and Kaalia can find her!)
Terror of Mount Velus: Nice big fellow that can work as a finisher
Sometimes you'll need the board clean
Cleansing Nova: Flexible
Crux of Fate: Unless an opponent is also playing dragons this should hurt you a little less
Balefire Dragon: Is just sick, it gets worse with any Double Trouble permanent or Obosh
Unfortunately creatures die, and Obosh will end up in the grave. These tricks should help.
Phyrexian Reclamation: To hand, but it's cheap and repeatable.
Victimize: Try and make a good trade
Beacon of Unrest: It's simple, it's flexible, and with a little luck it's reusable.
Karmic Guide: I'm not a big fan of this guy but Kaalia can find it
Miraculous Recovery: Instant and comes with a little boost, can be a combat trick.
Unburial Rites: Two reanimations in one card!
Some pesky permanents have to go
Path to Exile: Efficient creature removal
Anguished Unmaking: Efficient nonland removal
Chaos Warp: Same as above, with the benefit that you can target your own stuff if you are desperate
Forsake the Worldly: I like exiling stuff, the cycling is a nice plus
Generous Gift: Efficient, this one is important because can hit lands.
Oblation: Same as Chaos Warp
Angel of Sanctions: Banishing Light with a body, can be found by Kaalia and is repeatable via mumification, I like it.
Archfiend of Depravity: Maintains token or swarm decks in check
Drakuseth, Maw of Flames: Kills stuff with damage, pair it with Obosh or other damage doublers and it becomes very strong
Tyrant's Familiar: With Kaalia and Obosh this guy attacks for 14 in the air and explodes a creature with 14 damage
Most of our beaters have flying already. What we need more?
We need trample, haste and menace.
Footfall Crater: Very efficient. Cycling is a plus.
Archetype of Aggression: Cheap guy that gives trample, removing it from opponent's creatures is sauce
Goblin War Drums: Can't go wrong with a classic
Hammer of Purphoros: Cheap haste enabler and can pop tokens in a pinch
Olivia, Mobilized for War: This lady is sweet. If I wasn't into going Mardu she would be the commander.
Cavalier of Flame: This guy is a jack of all trades and pretty much master of them. Haste, temporary buff, cycle your hand, and doesn't go away without giving a present
Urabrask the Hidden: Urabrask. The Hidden. The Praetor. The Hidden.
So we can find the stuff we need. Kaalia would go in this category.
Sensei's Divining Top: Smooths our draw
Furious Rise: We have plenty of "ferocious" guys and gals so why not
Painful Truths: Three mana for three cards is good rate
Phyrexian Arena: Just good
Read the Bones: A little selection before we draw
Succumb to Temptation: I'd rather go with Sign in Blood but Obosh didn't like that idea
Underworld Connections: backup Phyrexian Arena
Bloodgift Demon: Same as above but also attacks for 10 with Obosh
Doom Whisperer: Surveil as much as you can
Indulgent Tormentor: Same as Bloodgift but less granted, I still like this guy
Try to get some mana generation
Curse of Opulence: Gold tokens are good
Expedition Map: Nice to find the land you need, can even be a nonbasic
Land Tax: Fill your hand with lands and helps smoothing draws
Legion's Landing  : Soon or late it becomes a land, so it is kind of ramp?? Also can pop some tokens
Sol Ring: Classic is classic and vice-versa
Wayfarer's Bauble: First, there is Wayfarer's Bauble.
Bonder's Ornament: Cute mana rock that can draw cards
Commander's Sphere: Cute mana rock that can draw one card
Dragon's Hoard: Cute mana rock that... ok you got it. This one needs dragons to work but we are running a bunch.
Revel in Riches: Creatures will die, treasures will be created. If not dealt with this is an alt wincon by itself.
Absorb Vis: I'm not very interested in the card's text, I'm here more for the land cycling. It is a possible turn 2 play in this only-odd-cmc deck.
Eternal Dragon: Same as above, but can be found by Kaalia and can be a beater in the late game.
Not anything unusual but I have some notes:

I am running a bunch of lands that provide keywords, specially haste: Flamekin Village, Hanweir Battlements, Rogue's Passage, Shizo, Death's Storehouse, Slayers' Stronghold, Sunhome, Fortress of the Legion

And some lands that can produce creature tokens so in the case I don't have a good play (mostly in "even turns") I can create them to buy some time.
Castle Ardenvale, Kher Keep, Springjack Pasture, Westvale Abbey  .
