This budgeted commander is able to ramp up and make up for the card draw that is missing in Gruul decks.
This explains why there are a huge amount of cards with High CMC seen. Huge Spells interact perfectly with Volcanic Vision and Vengeful Rebirth . Dealing that extra damage while recycling them.
One common issue spell slinger find is that they run out of spell to fire with loads of land untapped. Fear not! The library is free for all! With Krark, the Thumbless spells can be casted for a good number of times with the right spell doublers. Wort, the Raidmother, Twinning Staff Spells can recycled back to the hand with every failed flip.
