So here's my first take on a budget mill deck based on your initial one. I can definitely go cheaper, but that will require some major retooling and probably making it an either merfolk/wizard tribal or rogue tribal deck, with a secondary mill theme. I got it down to about $38-$40 not including the cards you already own or basic lands. I put cards that are more expensive in the Maybe board, that you can certainly add in as you have access or $$.

I think the biggest upgrade is the addition of 2 tutors for the Duskmantle Guildmage + Mindcrank combo. Tribute Mage will tutor up the Mindcrank, and Vedalken AEthermage will tutor up either Guildmage or the Tribute Mage. I also made sure you have a little more way to get combat damage through so you have a secondary option to win or can trigger abilities that require combat damage. What do you think? Shall we play "how low can you go?" or is this what you were looking for?
