I wanted to build a deck around Niv-Mizzet, Parun with a focus on controlling the game state until ready to combo out - and with a backup of big flying creatures or self-milling (or allowing me to win if someone else milled me). I pulled in a few ideas from other decks I saw online, sort of combining a few different things, and put more of a control emphasis on (lots of counters, some removal)... but I kept the cost relatively low, because I don't own any of the super-expensive cards that are common in competitive EDH.

Combos:

Niv-Mizzet, Parun with any of Curiosity, Ophidian Eye, or Tandem Lookout followed by any instant or sorcery (draw -> damage -> draw -> damage till enemies are all dead or I self-mill)

I used to include Isochron Scepter as well, to be imprinted with Dramatic Reversal and used to untap 2+ mana rocks (infinite casts -> draws -> damage or self-mill)... but I found that I never ended up using that, so I moved it to another deck that focuses specifically on it and added some more defensive capabilities to this deck instead.

Backups:

1) Mill survival with Jace, Wielder of Mysteries or Laboratory Maniac

2) Hitting with big flyers via Enigma Drake, Crackling Drake, Spellheart Chimera, and two versions of Niv-Mizzet

Tutors - one for each of the CMC (1 & 3) in our combo pieces:

Spell cost reduction:

Goblin Electromancer, Curious Homunculus, Jace's Sanctum

Recursion - to get useful cards back from the graveyard:

Mystic Retrieval, Pull from the Deep, Flood of Recollection, Call to Mind

Counters - to keep control of the game, especially to keep others from putting out painful stax or their own combos:

Counterspell, Disdainful Stroke, Dissolve, Dissipate, Counterflux, Negate, Double Negative, Dispel, Swerve, Unwind, Izzet Charm, Dismiss, Didn't Say Please, Hypnotic Sprite, Essence Scatter, Cancel, No Escape, Ionize

Removal - mostly focusing on creature wipes, killing pesky artifacts, and returning things to hand (to counter later, if needed):

4) Am I able to ramp fast enough to combo before others, while also protecting my own combo?

5) Do I have enough counters and removal? (especially enchantment removal)

6) Do I need more tutors? (not sure I can afford any)
