This is a Mono-Blue Budget(ish) Control Deck. It has an infinite mana combo, but it doesn't have any expansive tutors. Other wincons include mill, big creatures and commander damage itself.

I find Neza to be a pretty good all in one commander and engine, because it can draw a ton of cards, has a way to protect itself and can 3 hit kill. So the deck aims to slow the others down in the early game, cast Neza and go from there.
