Use Aether Vial to get out your Merfolk out, and Silvergill Adept and Spreading Seas for card draw and providing island walk to make your Merfolk unblockable. Mana Leak and Cursecatcher as well as Cryptic Command, Dismember and Force of Negation for a little board control, and Lord of Atlantis to boost your Merfolk. This deck has more control and removal elements in it than a lot of aggro-tribal decks, but I'm wanting to try something a little different.

Kira, Great Glass-Spinner can add in a few flyers which can really start to hurt your opponent if they don't have blockers with flying or reach, and is a great card. Mutavault make terrific Merfolk as well, and if you have island walk, start transforming your lands into Merfolk and quickly end your opponent. Master of Waves will really take over a game if you have enough blue mana devotion out on the field. Overall, this is a decent deck that can really overwhelm you opponent quickly.
