Objective

Cast Primal Surge and win the game.

Strategy

Use Muldrotha, the Gravetide's graveyard recursion ability to prolong the game and control the board long enough to enable you to cast (and protect) the Surge, or to activate Hermit Druid's ability. Then, with either Laboratory Maniac or Jace, Wielder of Mysteries on the field, sacrifice either Nurturing Peatland or Waterlogged Grove or in some other way draw a card. Alternatively, Thassa's Oracle's ability won't resolve until your entire library is on the field, so she will win the game instantly.

Synergies

With no basic lands in the deck our recurrable fetches will be mostly grabbing shocklands, but once those are exhausted go for backups Dryad Arbor and Leechridden Swamp. When the fetches no longer provide value they can serve as fodder for Sylvan Safekeeper or Deathrite Shaman.

Eternal Witness and Perpetual Timepiece are the only way to get Primal Surge back from the bin if it accidentally ends up there.

Defense of the Heart can put Sylvan Safekeeper and Hermit Druid, your two most valuable creatures, onto the battlefield in one go, or use Fauna Shaman to grab one of them. Liliana Vess and Sidisi, Undead Vizier can grab whatever combo pieces you lack.

Mindslicer, Oppression, and Zur's Weirding will stall your opponents until you get your win together, while not affecting you in the slightest.

Protecting your expensive general is a priority, so grab cards like Sylvan Safekeeper, Siren Stormtamer, Lightning Greaves, Kaya's Ghostform, and Command Beacon.

Tolaria West and Expedition Map can be used to grab either Command Beacon or Boseiju, Who Shelters All (to protect Surge), or whatever's missing for the Urborg, Tomb of Yawgmoth/Cabal Coffers combo.

Nevinyrral's Disk and Night Incarnate are your only board wipes, but you have a plethora of easily-recurred pinpoint removal in cards like Executioner's Capsule, Imprisoned in the Moon, Pernicious Deed, Seal of Primordium, and Sinister Concoction.

Dream Halls will allow you to win on turn 1 if you get your godhand together. Godhand: Breeding Pool, Mana Crypt, Sol Ring, Lotus Petal, Dream Halls, Primal Surge, any card with green. Play Breeding Pool as land for turn. Play Mana Crypt, tap for 2. Play Sol Ring, tap for 2 (now 3 floating colorless mana). Play Lotus Petal. Tap Breeding Pool and sacrifice Lotus Petal for 2 blue. Cast Dream Halls. Discard any green card and play Primal Surge for free, putting your whole library onto the battlefield at once and then triggering Thassa's Oracle.
