How can one make a competitive deck in Standard without shelling out for Jace and fetch lands?

This (heavy WIP) deck aims to solve that by making a competitive deck for less than $120.

I really need advice to make this deck great, if you have any ideas for cards/changes (even non budget ones) please post.

Took out Dragon Whisperer, too slow and ate removal. Added in Ire Shaman, since I've noticed a lot of decks rely on one big beater to block and kill my weenies. Ire Shaman is either left unblocked and I can pump it, or it is blocked in which case they probably can't block anything else. Took out two copies of Hordeling Outburst for Flamewake Phoenix, because being stuck with two in your hand is awful, and I needed some evasive damage.

Also comments have been Terminus'd.
