Overview:

Delver of Secrets   & Stormchaser Drake are the early game flying threats.

Consider & Impulse will help you find these cards at instant speed. Shore Up & Slip Out the Back will help protect these card at instant speed. Use Fading Hope to bounce threats back to your opponents hand for tempo plays, as well as to bounce your creatures back to your hand to avoid removal, again at instant speed. Also the scry effect can aid your chances to flip Delver of Secrets   by pushing land to the bottom of your Library.

^^ Almost all the above listed spells only cost 1 mana, & so Micromancer will help find exactly what you need in a pinch. This can also grab Syncopate if needed.

With all the low mana spells cast in the early turns, this will consistently make Tolarian Terror cast-able for 2 to 3 mana, if not less.

Tips:

Shore Up also untaps the target creature. You can use this to surprise block enemy creatures.

Slip Out the Back will protect target creature from sacrifice effects, as well as exile & board wipes

Other cards I have been playing around with have been Security Bypass & Planar Incision - And though these cards are great & work well with the deck, ultimately I felt dropping these in favour of counter spells was the best bet to help deal with Planeswalkers, ie: Liliana of the Veil - as well as other annoying threats, ie: The Meathook Massacre.
