Infinite turns as early as turn 4 with a touch of tempo allows for a viable modern excuse to play Magistrate's Scepter

This places a focus on charge counters and their manipulation. The first few turns are spent ramping with Astral Cornucopia and Everflowing Chalice by stocking them with the charge counter manipulators of the deck: Surge Node, Coretapper, and Energy Chamber. Manifold Key allows you to untap a loaded mana rock or untap a coretapper or surge node.

4 copies of Mana Leak and Metallic Rebuke allow to to keep the opponent's wincons from annoying you.

Finally, use Whir of Invention to find any missing combo piece and start stacking charge counters on Magistrate's Scepter, using Manifold Key and infinite turns to whack the opponent to death with an unblockable coretapper.
