It's an artifact-based combo deck that abuses the commander's ability to draw cards. Ideally you wanna have the commander out on as early as turn 2, and if that's the case, you could probably win on turn 3 or 4. Having the commander onboard gives you so much advantage since you can constantly refill you hand after casting spells. However, this deck was built with the ability to operate even if the commander is not able to stay on the battlefield.

The deck aims to win by generating value in drawing cards playing 0 mana artifacts, or "0" mana artifacts having their costs reduced by cards like Helm of Awakening

Past that point, you draw into, or tutor for Aetherflux Reservoir , bounce your artifacts using Paradoxical Outcome , Retract and/or Hurkyll's Recall in order to replay them, keep the storm count high, draw more cards, gain more and more life through Aetherflux Reservoir in order to shoot your opponents for 50 damage each.

Paradox Engine generates a lot of value with mana rocks in play, allowing you to play massive Walking Ballista and Hangarback Walker .

Beyond that, plan B is to play Liquimetal Coating with Saheeli Rai and an Altar of the Brood to make Saheeli an artifact planeswalker, downtick to make a copy of herself, which can continuously downtick to make a lot of Sahhelis, which enter and trigger Altar multiple times.
