I used to have a pretty decent Jalira deck on this site for less than $20, but times change and staples get more expensive. Here's a 2nd attempt at this challenge, with a little more wiggle room.

EDIT: Yeah it doesn't sound doable without making the deck garbage - still totally affordable at $30-35 though.
