The whole Idea is to draw the game by a creating a loop of mandatory actions, specifically persist creatures dying and coming back. It has no win condition, it's only goal is to end the game in a draw

Use Solemnity or Melira, Sylvok Outcast to prevent counters being placed on creatures or use cards to give creatures +1/+1 counters as they enter the battlefield to remove the -1/-1 counters persist creatures get when they come back.
