The Theme of this deck is to act like Nicol Bolas himself.

You want to control the enemy, take what they have, and tax them for what they do. Welcome to the Dragon-God's Regime. Available to you in this deck is a way to win the late game. No combos are present in this deck, I wanted this to be a deck that interacts with the players rather than to win turn 5.

Styles of Play:

So your opponents think that can win with their creatures. Let me tell you how you will win with their creatures. Insurrection , Rite of Replication , Bribery , Beacon of Unrest , Clever Impersonator , and Sower of Temptation will take their best guys and put you ahead while they are now behind and tapped out on mana.

Dack Fayden lets you steal their artifacts or their artifact creatures. Depending on who play against, this could be the steal of a life time.

Nicol Bolas, the Arisen will take their guy from their own graveyard and let you keep him. The best part is that it lets you grab a planeswalker or a creature. Grab their Karn or Ugin and run away with the lead.

Sometimes opponents think that they can rise against you, lets fix that. No Mercy , Frozen AEther , painful quandry , Propaganda , and Fatespinner are examples of the restriction you put in place. Make it difficult for them to do something against you, or to do anything without you benefiting from it. Another way is to use the passive ability on Ashiok, Dream Render to keep them from tutoring for answers.
All of them are beneath you, make them cower and kneel as you strip their plans away. Syphon Mind , Torment of Hailfire , Plaguecrafter , Sire of Stagnation are some ways to do this. Our glorious commander Nicol Bolas, the Ravager   does the same thing as he enters the battlefield. With the various planewalkers under your control you can use all of Nicol Bolas, Dragon-God and the minus abilities on Ashiok, Dream Render and Liliana, Dreadhorde General . It should also be noted the range of counterspell type cards in the deck to straight up stop anything big from happening.
So who likes card draw? We’ve made them discard and sacrifice up to this point, but let’s further the lead we have. Sensei's Divining Top , Consecrated Sphinx , Phyrexian Arena , and Rhystic Study are great ways to get ahead with card advantage.

Some other cards in here help you in round about ways. Use Ugin, the Ineffable to make a chump blocker and then get the card afterwards. Dack Fayden can help you empty the cards you don’t want in favor of finding the ones you need. Preordain lets you know what you’re getting into and Liliana, Dreadhorde General has a passive ability that helps you when you lose a creature. Along with this comes the tutor cards that let you search for an answer. We are also running Bolas's Citadel as a way to cheat cards onto the board.

If you ever happen to flip Nicol Bolas, the Ravager   into Nicol Bolas, the Arisen you can get some card draw or removal. Depends on what you need.

OK that title may be a little misleading as the card Hour of Devastation is not actually in here, but we do have some great board wipes we can work with if we feel like our opponents are getting a little to cheeky. Blasphemous Act , Crux of Fate , Toxic Deluge , and Bontu's Last Reckoning help with all the creatures your opponents will put out, and hey, Crux of Fate even leaves your Commander alive if he isn’t flipped.

You can use Cyclonic Rift and Vandalblast for some single target removal or pay the overload cost to reset your opponents board states. If you have enough mana, Torment of Hailfire can be a board wipe if your opponents don’t want to die.

With all of these, be sure to hold onto some counter magic so the pesky control player at the table doesn’t stop you amidst your awesome moment.

Planeswalking

Liliana, Dreadhorde General has an ultimate that will set every opponent back to turn 2. If you get this off, the board is yours. Any creatures you can attack with, or steal from them before hand is a good call.

Nicol Bolas, Dragon-God has an ultimate that will literally win the game after a properly timed board wipe or a stroke of luck. They just straight up lose if they don’t have the get out of jail free card in play.

Nicol Bolas, the Arisen has some abilities that are pretty crazy, his ultimate won’t win the game if you have more than one opponent but it will take some one out and let you focus on the others. Perhaps if you have stayed under the radar all this time you can use this in the endgame to win the final 1v1.

Spell it out to me

Torment of Hailfire can be used after a board wipe, provided you have the mana for it. I’m thinking the dream is that you play a board wipe off your library with Bolas's Citadel and then cast Torment of Hailfire for lethal since they won’t have any cards to sacrifice.

Insurrection is great to take the great board presence everyone else has with creatures and kill one or two players with it. Use this in conjunction with any of the other lethal strategies here and enjoy victory.

Rite of Replication in the endgame is a great way to make copies of the best creature on the board. Hopefully it isn’t legendary, but this will let you have an army-in-a-can when you need it of some big beefy guy
