Isperia the Inscrutible has a unique ability: Whenever she deals combat damage to a player, you name a card, then they reveal their hand. If the named card is in their hand, you get to tutor for any creature with flying in your deck.

But how will you know what is in your opponents' hands before you damage them?

That's where Lantern of Insight effects come into play. If you can see the cards on top of your opponents' libraries before they draw them, you'll know that they are in their hands before you hit them with Isperia. Or you can just look at their hands with the Telepathy effects in the deck.

Since you'll be peaking at your opponents' hands and the top card of their libraries, the deck also has several ways to counter and/or mill. Also, basically all the removal and counters either bounce cards back to their owners' hands or put them on top of their owners' libraries. Furthermore, there are a few ways to cast the top card of your opponents' libraries as well.

Also, since you should often know the top card of opponents' decks, the deck runs a few ways to cast or otherwise get value from them, like Chaos Wand.

Lastly, since Isperia cares about creatures with flying, the deck runs a bunch of cheap creatures-with-flying-matters cards.

As for winning, attacking with big flyers is the main strategy. Plan B is to steal your opponents wincons. But as there are so many ways to skim cards off the top of decks and bounce spells back to players' hands or the top of their decks, this is also an Approach of the Second Sun deck.

The result is a fairly unique flying, controlling, tempo, and budget deck.
