Isochron Scepter has stayed as one of my favorite cards in all of Magic; however, the decks that have tried to use it have been lackluster because it is often slow and easy to removal. I decided that I'd give it a shot in a control/prison setup, but the deck can be built in so many directions.

The scepter is such a versatile card in this list. Even though the main strategy is Isochron Scepter + Silence combo, never be afraid to put a Remand or Lightning Helix on the scepter. Even after sideboard Aether Gust on the scepter can be pretty troll.

Note: If you have a Teferi, Time Raveler along with the scepter combo, you will have a hard lock.

In this list I liked Karn, the Great Creator over something like Tribute Mage because it can grab the scepter or another artifact that will help down our opponent. All the other pieces to the deck just make you a low to the ground control deck helping you stay in the game long enough to achieve the combo. After they are locked out you can win with Celestial Colonnade or with the scepter.
