The goal is clearly to acquire as many Emblems as possible, as quickly as possible. So how many until the table scoops?

Part 1: Preparation

Start out with mana fixing, tutoring, and getting set up. We’re looking to get all 4 colors and maybe get Atraxa on board to distract. Lately I’ve been focused on getting Privileged Position as soon as possible to buy time for the real plan. Removal is okay to use early to protect your plays and key pieces, and the same goes for early damage. There aren't many creatures but a few help us find resources or protect key pieces to set-up. The first step is to build up your resources and play light defense while looking to find and protect Doubling Season .

Doubling Season makes all your planeswalkers enter with double the counters. That means cards like Narset Transcendent can ultimate the turn they're cast. Find and protect this. ( Idyllic Tutor , Vampiric Tutor , Enlightened Tutor , Liliana Vess , Academy Rector ) ( Privileged Position , Fountain Watch )

Teferi, Temporal Archmage has the best emblem for this build as it allows PWs to activate 4 times on each turn cycle. Just nuts. ( Call the Gatewatch , tutors, Mystical Tutor to grab the correct tutor in a pinch)

The Chain Veil is another way to abuse planeswalkers. ( Tezzeret the Seeker can find, along with the other appropriate tutors)

Fixing: Chromatic Lantern , Commander's Sphere , Darksteel Ingot , Sylvan Caryatid

The Oath cycle all give ETB and reoccurring benefits. In particular, Oath of Nissa , Oath of Gideon and Oath of Ajani help cast and pump planeswalkers, which your hand will be full of and Nissa's in one of the first few turns is solid.

Part 2: Emblems

There are a bunch of PW's that can Ultimate the turn they're cast with Doubling Season in play. And some of these Ultimates make emblems, and those are the ones we want. They range in power, but Emblems that affect all opponent players and those that boost you are the main ones to get first if able.

Control: These are the worst. Narset Transcendent , Dovin Baan , Jace, Unraveler of Secrets . (any combination of 2 or more will get one person to scoop)

Advantage: Tamiyo, the Moon Sage , Nissa, Vital Force , Tamiyo, Field Researcher (get both of Tamiyo's emblems to get at least one person to scoop)

Protection: Ajani Steadfast , Elspeth, Knight-Errant

Team: Kiora, the Crashing Wave , Elspeth, Sun's Champion , Gideon, Ally of Zendikar , Liliana, the Last Hope (get Kiora and Elspeth's emblems to get someone else to scoop)

Get one or more of these emblem synergies to guarantee a scoop or more.

Nemesis: These are best played after 2 people scoop and it is 1-on-1. This will then make them scoop. Garruk, Apex Predator , Ob Nixilis Reignited , Venser, the Sojourner

Non-Emblem PWs: Provide utility to tutor/draw, kill things, etc. Liliana Vess , Tezzeret the Seeker , Sorin, Grim Nemesis

Fun fact! Proliferation can keep your Ring of Three Wishes fully charged! Keep on cranking out those planeswalkers!
