I know you're on a budget but a mono-red EDH deck without Blood Moon and Magus of the Moon makes me sad :( These cards would make your land hate package (Manabarbs and Burning Earth) more complete. You could also look into Boom/Bust, Ruination, and Impending Disaster for the lolz.

Rummaging Goblin and Faithless Looting are good, cheap cards for some deck filtering.

Lightning Bolt, Mizzium Mortars, Chaos Warp, and Aftershock are great removal spells.

Sorry for the wall of suggestions - just trying to give some ideas! My mono-red EDH deck is Norin Causes Chaos if you need more ideas. My deck has many of the mono-red EDH staples.

@aznb01777 Thanks for the input! I have already added Comet Storm to the list and it plays nicely, AS for the other cards you mentioned: I will be looking into getting them! they do add to the deck as a whole!

I have been tempted over Blood Moon and Magus of the Moon for land hate, but I really don't want to go too far over it, due to my playgroup despising land control, I can just get away with Burning Earth and Manabarbs and Obsidian Fireheart. Let alone huge removal like Boom/Bust and cards like Blood Moon. Basically I'm running more land tax than land hate! Though I do see the power I'm missing.

As for removal Chaos Warp is my next go-to to purchase and Blasphemous Act, Mizzium Mortars will probably be on that list too! Due to my play circle lightning bolt is a rarity to see use, though I plan on including the similar Punishing Fire as it recurable to abuse cheaply with Jaya Ballard, Task Mage

I have put my ideas of acquire into a deck list here : JayaBallardEDHNEED as the maybe board is currently cards I have that I'm tempted to remove but will be used until I replace them. (so everyone's excellent suggestions will recorded there for a week or two)

Needs more Fiery Temper! You could also be that guy and run fun things like Warp World, Whims of the Fates, and Scrambleverse

@JaceArveduin, Fiery Temper looks nice as an extra 3 damage for 1R though compared to Punishing Fire it doesn't have the re-curability I'm looking to abuse, Though.... it is very much on theme so probably will find a place! I do enjoy running Warp World etc. Its why its in the maybe board, Everyone loves a bit of chaos! Though for the 8 mana needed I could just wipe the board with Jaya ;)

LOVE Jaya Ballard, Task Mage - I piloted her for a long time before switching to Akroma, Angel of Fury for my mono-R EDH needs. As you know, mono red is choked off form several EDH resources (ramp, tutors, draw, enchantment removal), so most of the suggestions I have center around those:

Unstable Obelisk for general removal/ramp, Myriad Landscape for more ramp, Stranglehold keeps most multicolor decks under some control (no fetches, tutors, ramp). Skullclamp with Kher Keep and/or Squee, Goblin Nabob can help draw; another wild but dangerous draw option is Mikokoro, Center of the Sea and Mind's Eye. Scrying Sheets et al. are amazing as well if you can get a hold of Snow-Covered Mountains.

You should definitely add Chandra's Phoenix and Squee, Goblin Nabob in here. Discarding Squee to Jaya's ability on the opponents turn, deal some damage, only to bring him back at the beginning of your upkeep just to start the cycle again! Amazing synergy.

And with Chandra's Phoenix, you can use a card like Firestorm to discard the phoenix and squee, only to bring them back right after the damage is dealt! Amazing.

Isochron Scepter + Final Fortune + Sundial of the Infinite?

How about a Darksteel Plate? Another great way to protect your commander.
