A Boros card advantage Commander not caring about equipment or combat? Amazing. Even if it is impulse draw. The fact he gets stronger the bigger the thing exiled is tempting to make him a janky Voltron commander, but that's so overdone. So my idea is to generally use him as a form of value with his impulse draw ability, using a somewhat control-style build that wins with a combo finish... as well as a few guilty pleasure exile abilities to bulk up Borca if we need to break a stalemate. Whispersilk Cloak and Rogue's passage lets him hit face as needed (why DOES he not have flying innately? He looks like he should fly, but maybe that's me), and a bit of a Sunforger package lets us seek out instant-speed answers.

Our three main win-cons are:

Heliod, the Sun-Crowned + Walking Ballista with 2 counters on it + The mana to feed into Heliod. Pay the mana to give Walking Ballista Lifelink, remove a counter to deal 1 damage, Heliod puts a counter back on Ballista. Repeat to ping people to death.

Kiki-Jiki/Splinter Twin + Zealous Conscripts. Use Kiki-Jiki/Splinter Twin enchanted Conscripts ability to copy Conscripts, using their ability to untap Kiki/The original Conscripts to repeat until we have a board of infinite hasty tokens. You can also substitute Village Bell-Ringers for the same results.

Finally, Kiki also combos with Combat Celebrant- tap Kiki, attack, exert Celebrant, untap everything, repeat for each token of Celebrant. Infinite combat steps to wear opponents down- can't block forever.
