This deck is a Niv-Mizzet reliant deck that maliciously abuses the words "whenever you draw a card". The deck has sixteen wheel cards, so it has you cycling through your entire library hand by hand. This is powerful for two reasons. The first: every time you wheel, you get a fresh hand and still have plenty of mana to cast spells. This means the deck functions by constantly digging for gas. You see nearly every card per game, (if not multiple times) so finding more gas or big answers is not difficult. The second: EVERY SINGLE TIME you draw, Niv-Mizzet assigns 1 damage to any target. This deck is, in effect, a pinger deck. With each fresh hand, Niv turns into an old west gunslinger and assigns a hands worth of damage to any target. This effect, if left unchecked, can burn out entire games. Niv-Mizzet, Parun, is a little hard to cast at UUURRR, but early game wheels help with fixing, and there are reliable mana rocks. There is also Niv-Mizzet, the Firemind and Psychosis Crawler to deal damage. As always, the weakness of the genius is the big ol' fist. If this deck was faced with a big stompy board, or focused down with a fast deck, it'd be at a disadvantage: the blockers are few and small and there is little lifegain at all. To compensate, the deck has several "return all creatures/nonland permanents to hand" or by the effects' alias "being a filthy blue deck". This, partnered with a well-timed wheel, is, in effect, a board wipe. Powerful stuff.

I took out instant combo wins like Laboratory Maniac because I simply don't find them fun. I tried to make it powerful, yet bearable. The only card in here to be explicitly evil is Narset, Parter of Veils. There are 10 cards that cause your opponent to wheel their hand. This is usually a pretty interesting effect. It can either anger or please your opponents, depending on the hand. You can use it politically ("sure, I'd like a new hand" or "no please don't for the love of god not again) It lets them find answers as well as you do. (It also fuels the crap out of graveyard decks) Narset shuts down that party real hard, but there's usually not much protection on board, so I don't find it unfair.

I've put a lot of time and effort into this decklist, and I know it's a little sub-optimal. (Notably The lack of any counterspells) but every game I've played has been consistent, interactive, and relatively fun for all. (If people complain about having to wheel so much, I just say "at least this isn't Nekusar, the Mindrazer, amirite" and they generally agree)
