The plan is simple. Draw tons of cards. Beat face with insect tokens or deal direct damage by drawing with other methods.

Draw X Cards: Blue Sun's Zenith , Pull from Tomorrow , Stroke of Genius , Invoke the Firemind , and Expansion / Explosion all draw X cards and create X Locusts with haste.

Other Draw: Izzet Charm , Keep Watch , Windreader Sphinx , Staff of Nin , Hedron Archive , Bident of Thassa , Slate of Ancestry , and Skullclamp are all non X, non wheel draw effects.

Wheel and Deal: Commit (aftermath), Fateful Showdown , Tolarian Winds , Collective Defiance , Flux , Incendiary Command , korvath's fury, Molten Psyche , Shattered Perception , Windfall , Mindmoil , Arjun, the Shifting Flame , Forgotten Creation , Jace's Archivist , Magus of the Jar , Magus of the Wheel , Whirlpool Drake , and Whirlpool Warrior are all "Wheel" like effects. Basically, draw a ton and make a locust army.

Not Dying: Block with locusts or pull some shenanigans over on our opponents. AEtherize , AEtherspouts , Blustersquall , Ensnare , Illusionist's Gambit , Reins of Power , and Aether Gale help us survive once opponents realize what the plan is.

As a side note, there are several cards that allow us to shuffle our graveyard back into our library since I prefer to not draw myself to death. There are also a few notable removal spells and counter spells in the deck to stop those pesky board wipes and other problem creatures.

Winning the Game:

OPTION 1: In your face. Outpost Siege (on dragons), Impact Tremors , Niv-Mizzet, the Firemind , Purphoros, God of the Forge , and Psychosis Crawler all allow our constant influx of locusts to ping the face of our opponents over and over and over again.

OPTION 2: Send in the bugs. I've got a lot of bugs. I may as well attack. Dragonshift , Gravitational Shift , and Mindwrack Liege all make our locusts a serious threat.
