Read Circu, Dimir Lobotomist's abilities.

They don't look good in EDH, do they? It doesn't see play outside of EDH, yet it's abilities seem particularly bad there, mill in EDH is weak, and this targets a single player. The other part, stopping the casting of particular spells also appear bad, unless you are against a Relentless Rats type deck.

Well, we are mill, but not the same type of mill that other players imagine. Palinchron/Phantasmal Image will deck our opponents and give infinite mana, and Isochron Scepter/Dramatic Reversal still kills, with or without infinite mana. You don't even need the Dramatic Reversal with the combo, just Paradox Engine and any random instant will do, such as a Dimir Charm or something. It is an easy mill after that.

Okay, so how do win without Circu? It is 4 mana and often is hard to get to stick to a board, well we have Laboratory Maniac, and tons of piles with Doomsday. We can also use Demonic Consultation with Laboratory Maniac to win as well.
