My friend said that you couldn't mill in commander... so I did just that. Made a mill commander deck.

What the deck is designed to do is hold off long enough to mill your opponents away. It does need to have decent ramp in order to put Phenax out ASAP, and thus mill ASAP.

Some of the best combos here are:

1) Fraying Sanity + Fleet Swallower or Traumatize ( Fraying Sanity obvously on a 2nd player)

2) Diplomatic Immunity on Phenax, have Tree of Perdition on the feild with a few other low cost walls, and Infinite Reflection on Tree of Perdition

3) Counter a spell with Spell Crumple then use Tunnel Vision to mill their entire library.

4) Also, Liliana Vess at an ultimate is way to op.
