Even though Darksteel Relic is the most useful card ever, we don't like to spend money.

Basilisk Collar can be replaced with Darksteel Axe (or something similar), but then this deck becomes really casual.

Puresteel Paladin is kind of expensive, but he's the powerhouse of this deck that you always want to play before just about anything else.

Problems caused by the budget: No Mox Opal or Arid Mesa/Marsh Flats means the mana base is far less reliable. Mycosynth Wellspring and Terramorphic Expanse just aren't as good. Loss of the Sword of War and Peace et al and Mirran Crusader means we have a lot less firepower.
