The purpose of this deck is to play your commander, Codie, Vociferous Codex, as early as possible and then use his ability to play an instant or sorcery spell, enabling you to find and play the deck's namesake card, Hypergenesis. Hypergenesis will then allow you to put all permanent cards in your hand onto the battlefield. Your opponents get to do the same, but since your deck is specifically designed for this you should normally get the stronger board that propels you to victory. Your deck is filled with threatening creatures, as well as other ways to cheat creatures into play if your Hypergenesis plan doesn't work out, including Elvish Piper, Quicksilver Amulet and Sunbird's Invocation. Your alternate commander, Jodah, Archmage Eternal, also allows you to cheat your creatures into play early.

All instant and sorcery spells other than Hypergenesis are 3 mana, so when you use Codie's ability you are guaranteed to find Hypergenesis unless you already have it in your hand. If that happens, just play Hypergenesis through its Suspend mechanism and you will normally still get a good outcome (sometimes better since you are able to fill your hand with more threats in the meantime, although the same is true for your opponents who can also now plan for it). Just make sure you activate Codie's ability on your turn since the spell you cast "until end of turn" is subject to timing restrictions, and Hypergenesis is a sorcery.

Keep in mind that you can't cast other permanent spells as long as Codie is in play. Hopefully you can kill him off as a blocker, but if not, you can usually get rid of him yourself with creatures such as Acidic Slime or Visara the Dreadful (assuming they come out with Hypergenesis), or through your removal spells such as Beast Within or Generous Gift (with the upside that you keep the creature token generated), among others.

I am a casual, budget player and my goal is to always keep my commander decks within $100 or close to it. This deck is over budget mostly due to the inclusion of the 5 praetor cards: Elesh Norn, Grand Cenobite, Jin-Gitaxias, Core Augur, Vorinclex, Voice of Hunger, Urabrask the Hidden, and Sheoldred, Whispering One. The praetors are only included because I was able to purchase the Secret Lair versions for a combined $30 USD (a great deal for a budget player). They are among the best cards in the deck and laying down one or more with Hypergenesis is often game winning, but the deck can still function and will still be fun to play with cheaper alternatives. Any suggestions to improve the deck while still keeping it within budget are appreciated!
