An attempt to make one of my favorite archetypes, Lantern control, into a cEDH deck. Game plan: Control the game, exile key cards and run stax/control with strong finishers. It has the ability for incredibly fast turn 2-4 kills, while also a solid stax plan that can slow the table to a crawl as you mill and exile win conditions and interaction from other players, while being able to make an army of 1-1 flyers that can take over the game. You have many ways to manipulate top cards and also value cards like bloodchief's or grindstone that can help you grind out games that can switch to combo off to win after finding a missing piece for the win. Pretty much every combo in here except for thassa/demonic consultation lines serve as other value pieces that still promote your game plan, lowering the number of dead cards in hand/dead draws at any given time.

Sai and Oona are both good targets when you only have 1 tutor to go for and serve as value pieces if you decide to go the stax route or already have multiple stax/value pieces out but are unable to combo off for whatever the reason. They also help to turn on bloodchief's which is both a combo and value piece on its own, as an active bloodchiefs can stop some infinite combos from happening (Hermit driud, some storm decks, anything needing the graveyard really etc etc). While Oona is pretty high on the curve, she has incredible synergy with painter's servant without needing to go infinite and also serves as an additional way to manipulate the top card of the library, providing a decent backup wincon by flooding the board with 1-1s. Also can be a infinite mana outlet if Circu is somehow stolen from you.

Main wincon is Dramatic Reversal/Scepter with Circu out and at least 2 colorless mana

Alternative win conditions are:

Demonic consultation + Thassa's oracle/Jace OR Painter's servant + grindstone target yourself + Thassa's oracle

Painter's Servant + Grindstone (+ Bloodchief Ascension for damage as well if they have a way to reshuffle their library)

Duskmantle + Mindcrank

Bloodchief ascension +mindcrank

With Painter's servant I pretty much always name black as most of our spells are blue so it triggers Circu twice.

There are plenty of flex spots, and if you want to either interrupt or stop certain decks in you're meta that win with a particular card (Nexus of fate is a decent example) It can easily slot into this deck, as you have a way to go infinite with it or exile it to prevent someone else from winning with it and it also ups the cmc variety for something like counterbalance. Also there are clearly budget options to replace the most expensive cards, such as Time twister, with other more monetarily efficient wheels and of course different tutors. The deck itself is fun to pilot, gives you so many lines of flexibility, and so far has led to very fun and interactive games with other cedh and high powered tables.
