Imagine designing your own evil army fabrication facility against your will. Your board of directors are the most vile beings in the multiverse. Your Chief Logistics Officer is their herald of destruction that definitely didn't get the position because of nepotism. Now you have a job to do and planes to conquer.
Remember, subtilty is key to victory! Once your factory is running, you'll pump out bodies and overrun anyone foolish enough to keep singling you out for no reason at all just because you all you wanted to be was a simple golem maker.....
This is a thematic token deck for a tribe that has gotten more support in Brotherhood and March. Yes it doesn't use anything that isn't permanent. This was done intently for maximum synergy with each other card. For example you could use Encroaching Mycosynth and any artifact tutor or Ultimate from Tezzeret, Master of the Bridge to search out or play any card you need.
But really, one time spells are not your thing. Every ability in this deck can be reused over and over. You may not be the fastest, but you are the most consistent dismantler.
Feel free to sub out cards for counter spells or other protection. This is just a fun deck that will usually keep you low on the threat level until mid to late game.
The Brain
These cards in the 99 have the most impact on the deck Show
Unwinding Clock Mandatory Overtime! This card enables you to activate your foundries during every turn. After
Encroaching Mycosynth drops, it will untap all non-lands allowing you to continuously generate golems. A great addition i would like to add later would be
Seedborn Muse with its more useful ability but harder to tutor, recur, or protect until later in the game.
Encroaching Mycosynth This is the most important card because of the synergy it pumps out with other card your control. Every spell you cast in an artifact. Every card is an option to tutor, to recur and so on. It does make you vulnerable to Vandal blast so be careful about your timing if that card is being ran in your group.
Maskwood Nexus This sees every creature you own on board and outside and changes all creature types to everything which means they are also golems and Phyexians. This means your splicers affect every one of your creatures including Atraxa and each other.
Tezzeret, Master of the Bridge This card does everything, and when paired with Encroaching Mycosynth this card is God level. His passive makes your creatures and Tezzeret the Seeker cheaper usually down to the pips. His +2 is good without support but afterwords will end games. the -3 may only return artifacts, but after EM he will see all permanents. Finally his ult on his own is ok. You will lose a decent percent of the 10, but after EM its basically 10 non land permanents for free.

Multiple ETB's are not doubling effects. It will make any doubling effects trigger an additional time.
Multi Counter: Doubling Season, Vorinclex, Monstrous Raider, Tekuthal, Inquiry Dominus
Similar to multi ETB, multi proliferate will add double counters per instance of proliferate.
The Golems
Splicers Show
Blade Splicer First Strike!
Darksteel Splicer The newest, strongest, and best splicer in the 99. Since most of your creatures are phyrexian, his ability will trigger often. After MW Nexus every creature you cast will trigger. Combine with EM and all creatures you control are indestructible.
Vital Splicer You can make a good argument that vital protects against removal and with Maskwood Nexus it can defend every other creature as well but you will need an active mana source. With Darksteel Splicer you eliminate the use of this card. But can hold position until he is dropped.
Malcator, Purity Overseer Great splicer that can continuously make golems. Unfortunate that its not at the end of every turn but still combos well with treasures or multiplier effects that enter for you.
Master Splicer This card can help Biotransference paired with Maskwood Nexus (and MW Nexus itself) be seen by Elemental Bond. Be careful though as Bond can cause you to deck out.
Maul Splicer Trample and TWO golems!
Sensor Splicer Vigilance Defense System.
Wing Splicer Flying!
Urza, Chief Artificer He's not a splicer but damn he might as well be. He will usually just cost Esper, He brings Menace keyword to Artifact keywords, and he creates his X/X "Construct" at the end of turn. You know where this is going. MwN brings everything together and can help you keep pressure down on opponents.
Golems that break apart when they die
Foundries Show
Golem Foundry Three charge per one golem.
Conversion Chamber One charge and two colorless per one golem.
Titan Forge Three charge per one 9/9 golem.
Maskwood Nexus Doesnt say directly golem however it makes whatever you want it to be! They are just not artifacts yet until you alter them.
Geometric Nexus Really interesting effect synergize well with Resourceful Defense and your other conduit cards. You can "harvest" the charge counters on this to dump into a foundry or once MwN is out that Fractal is also an X/X golem!
Riptide Replicator This is the sink where all your charge counters will go. This is the biggest foundry, just pick your favorite color and Creature Type Golem, then start pumping them out X/X golems equal to the charge. Can easily create 20/20 or greater and will close the game with Akromas. Note that they are not artifacts either until EM.
NOTE
With the Phyrexian keyword update, all splicers and Phyrexian Triniform are now Phyrexian and generate Phyrexian golems. However, the foundries and Cavalier of Dawn will still generate original golems.
Utilities
Power Plants Show
Obviously your rocks go here. Most are straight forward on what their game plans are. Ill just cover the big 3 here that propels the deck the most.
Empowered Autogenerator It does take a turn to use it but this will be your most powerful powerplant. It checks how much mana it adds after the counters are placed after tapping. It will continue to add counters on its own without support allowing you to focus on other artifacts.
Astral Cornucopia You can add counters to it in multiple payments of 3. Alternatively you can 0 drop it and charge it yourself. Ready to go right away but will need support to get higher.
Everflowing Chalice Easier to charge up on cast than AC but in exchange for colorless mana. That's fine though for most uses colorless. Otherwise functions the same as AC.
Special Mention
Coretapper This guy is your best buddy. He charges your batteries for you, he sets up your factories for Atraxa's inspection. He is your hardest worker, your wingman, your friend. And in a pinch you can shove his ass into an artifact on drop to add 2 charge counters immediately which could put you in a position to win.
Filigree Vector This guy always brings the drinks to the company party. He makes sure everyone gets a taste. If you want more though, you gotta pay him. He can be a threat later himself with enough proliferation.
Power Piping Show
Power Conduit Turns any counter to a charge counter or +1/+1.
Nesting Grounds Moves the same counter (Cough Indestructible Counter Cough) to another permanent at sorc speed.
Resourceful Defense High cost but can move all counters to another permanent.
These cards allows you to transfer charge counters to other permanents to jump start artifact and proliferate right away. Conduit output is also able to be manipulated by multiplier effects meaning 1 counter moved can turn to 2 or 4 counters outputted which is helpful. When you have a buildup of charge counters, you always want to redistribute to where you'll be the most effective.
Pew Pew Lasers Show
As I stated earlier, we may not have instants/sorceries, but we can abuse removal options over and over to clear away threats and make deals.
Lux Cannon The slowest option we have but with the biggest punch. Any target removal and costs no mana to activate it, only 3 charge counters which isn't hard to generate each turn late game. With Overtime Clock, your spiking a permanent each turn with the right support.
Font of Agonies Creature only. You might be wondering where paying life comes from to charge this since the card doesn't use charge counters. Its the lands! Fetch, Shock and pay lands will cause counters to be added to font. One counter is all you need get this card moving. Don't forget Atraxa can patch you up as long as she is swinging.
Transmogrifying Wand Creature only but only costs 4 mana to use immediately. A 2/4 will tar pit a golem however but Master Splicer can break through. Cheapest to use but only at sorc speed.
Altar of Shadows Creature removal and expensive, but once its running it can pay for itself and more. Its holds two functions for mana generation and creature kill. Get a power plant up and running and drop this card out mid to late to apply continuous pressure.

Meteor Golem
Any NL target removal and can be multiplied by Panharm & Elesh. MG is renewable on his own and can cost 0 with Bridge Tezz, meanwhile Cav will take 3 white pips but has added recursion built in which can be very helpful.
Recyling plants Show
Once again a reusable ability. Creature board wipes aren't too much of a problem but taking a full field wipe can incapacitate you depending on how much was out. We only have the ability to recur one at a time but this can counter players who only use targeted removal since you can just put the artifact right back.
Vat of Rebirth Just needs one death to start this card but it is only at sorc speed.
Vulpine Harvester The more offensive your are with your Phyrexians, the more want to join the fun. MwN allows you to return any creature to play.
Also Bridge Tezz and Cav can return an artifact card but to you hand only. You mainly want to use the other two to get your stuff back though.
Blueprint Tutors Show
Arcum Dagsson I originally had
Kuldotha Forgemaster in the deck but having to sac 3 artifacts to use it was a high tax compaired to one for a Non Creature artifact, which was what I usually was tutoring for. Eventually I do want to put Forgemaster back into the deck just for another tutor source. Also a good side note, Dag is technically an artifact removal source. You just have to worry about what your opponent could pull out but can save you in a pinch.
Tezzeret the Seeker You will mainly be using his -X ability so its best to drop him with a Counter Doubler on the field to get the most use. To close out a game if a counter doubler is out, tutor Akroma's Memorial for 7 and enable haste and all the other missing keywords to your field
Vexing Puzzlebox This card is a charge counter sink and benefits greatly from counter doublers. If you hit the magic number, get a card. Else you can drain the counters to something else on the field.
Inventors' Fair Needs "metalcraft" to be useable but thats' not hard to obtain. In the meantime until your ready to crack it, it does give you a small health boost.
Possible substitutions
Emry, Lurker of the Loch <-> Vulpine Harvester Emry has the ability to cost only (U) and set a few artifacts in the graveyard, but vulpine makes it very easy to pull and artifact since most of the deck is Phyrexian. Would like to have them together later to bring the amount of recursion cards up.
Darksteel Forge <-> Akroma's Memorial Trade defense for power. Akromas gives haste which is the most important keyword if you've just dropped 10+ golems, plus if your splicers are getting hit this will put back those keywords. Akromas also provides limited protection against target removal and damage to your creatures from red and black sources which is good since you are going to lose a source of indestructible.

The Ozolith
These cards will pull counters when its object leaves the battlefield. Resourceful Defense is extremely useful since it also has a conduit ability. The ability may cost 5 but it will move every counter. The Ozolith however only checks creatures. While it can pull ability counters it wont pull charge counters from your non-creature artifacts.
A good note to this is how counters are "moved" to the corresponding card. Since being moved actually just means putting the same amount of counters on its correct target, it also means its able to be doubled by and counter multiplying effect! Also if both of the cards were out when a creature leaves the field, both will pull the same amount of counters at the same time.
Gonti's Aether Heart Because you deserve to be proliferated too! You can set up an alternate win con with this card with infinite turns along with Ichormoon Gauntlet and Magistrate's Scepter.
Eternity Vessel and Clearwater Goblet These cards can be used to buffer your life if you want more defensive cards.
Ugin, the Spirit Dragon Another planeswalker that can be proliferated who's very offensive and somewhat similar to Bridge Tez. His board wipe is dangerous to you for obvious reasons and I would only use as a counter response if you get wiped.
Jin-Gitaxias, Progress Tyrant This dude is an ass to play against. For you he is an effective shield that tax your opponents before they can wipe or remove. With Maskwood Nexus The first spell you cast is doubled, then multiplied by however many effects you control. Remember expensive is not a problem for this deck.
Phyrexian Scriptures and Scourglass Delayed boardwipes that your opponents will see coming. Pairs off well with extra turns cards such as Ichormoon Gauntlet to get an activation before an opponent could respond.
Incubation Sac The main reason I am on the fence about this card is that it is hard to charge up and use. You can only do so by proliferation and it will always cost 4 mana at sorcery speed.
Ich-Tekik, Salvage Splicer Combos well with all players treasure tokens and Venser, Corpse Puppet taking advantage of the legend rule if you want power rather than life. Book keeping is annoying though.. Plus he is expensive.
Venser, Corpse Puppet Not a splicer but will generate a legendary 3/3 on each instance of proliferation if hes not already out. Since you can only have one due to legend rule, with each multiplier effect you can stack death triggers. Does not generate on ETB
