Disclaimer: (This deck is a work in progress and is mostly a proof of concept. Also note that this deck is budget, so no cards above 50 cents on scryfall minus Codie. That means cards like Violent Outburst aren't considered despite being very good for the deck. If you want to upgrade this deck or want to give me suggestions that are budget, go ahead. I also decided to not use any cards from Strixhaven other than the commander because I am unsure of price, so no Lorehold Command.)

A Deck featuring the New Strixhaven card, Codie, Vociferous Codex , and his one rule is that you can't play permanents. Lets break that rule by playing as many creatures as possible, as tokens of course. There is no creatures in the starting deck (minus Codie).

The main plan is to flood the field with lots of token creatures and use board pumps to make them bigger all while ramping, drawing, protecting, and boosting our creatures. Since you can cast it for 0 mana off of Codie's ability, Crashing Footfalls is such a good card in this deck that I also included no 1 mana spells so that my 2 mana spells can instantly go get it, as well as a few cards that put it back into your library in case you want to get 2 more 4/4s. There also happens to be cards I would play anyway that can discard it if you don't want to wait for the suspend.

For Removal, I mostly wanted Charms to help with flexibility and so that you don't have to cascade into dead cards.
