This is a budget deck meant to be fun. It somehow represents a distorted version of the Azorius Senate in Ravnica. Each legend is a senator:

Brago, King Eternal - the king and ruler of all

Alhammarret, High Arbiter - the spy, knowing everyone's dirty little secrets

Daxos of Meletis - the hero, for what is a council without a hero?

Geist of Saint Traft - is some sort of big military strategist

Grand Arbiter Augustin IV - judge, juri and executioner of Brago's will

Gwafa Hazid, Profiteer - the politician, a people's person, cunning and always ready to pay someone to get the votes needed

Lavinia of the Tenth - Lavinia is the responsible for security with a delusion of grandeur and... Well, she's a crazy girl that sees conspiracy everywhere and tends to act a bit like a bully, detaining everyone bellow her station

Medomai the Ageless - the scholar; we could say that he knows every damn rule in the book... that he wrote!

Aside from these an Ayesha Tanaka , a Bruna, Light of Alabaster , an Isperia the Inscrutable , an Ith, High Arcanist and a Jedit Ojanen are so available to me but I don't think that they'd have much of an impact on the deck.

The way the deck is meant to be played:

After checking Conspiracy's card list I felt in love with the Will of the Council mechanic. And although there are so very few cards supporting it, I felt that such an idea would be quite cool in EDH. I've searched for cards that give some sort of control to my opponents, allowing them to chose stuff ( Sphinx of Uthuun and Archangel of Strife are some good examples). But that's not enough! Even though decisions will be mine, I'll ask people to vote for what they want detained once I get Detention Sphere or Archon of the Triumvirate and if I'm ok with the choices I'll detain the cards that were most voted for. With this deck I'll try to be democratic, allowing every single player (no matter the sex, the race or their religious or political points of veiw) have a say! The senate will take everyone's opinion in account! Speak your mind and see it done!

Ideas about cards to add that allow everyone to chose stuff at any given point of the game are most welcome, of course.
