The key here is to assemble infinite untaps with Isochron Scepter imprinting Dramatic Reversal .

Once infinite untaps are achieved, you want to get as much mana as possible before attempting to do anything, disruption can still occur otherwise. If Azami's not out, get her out, tap her until you've got 5ish cards left in your library (5 to be safe from any draws forced by opponents) and then cast Thassa's Oracle or Jace, Wielder of Mysteries and then win off Oracle's trigger, or draw 6 more cards to win with Jace.

Alternatively, if you draw Thassa's Oracle or Jace, Wielder of Mysteries with an empty-ish graveyard, you could cast Paradigm Shift and then play one of the two (With Jace you need to be able to draw 1+ the number of cards in the gy) and win.

This is still a budget competitive build, considering I can not afford some of the more high-end cards (Anything over $100.
