Ruric Thar is a cEDH deck that focuses on taking advantage of the amount of life opponents lose while just playing the game. Ruric Thar is the main win condition, have him stick on the board and make blue players cry. In addition, we run Kiki-Jiki, Mirror Breaker + Zealous Conscripts as the only combo kill in the deck, Shaman of Forgotten Ways , and any Planeswalker plus a board wipe as alternate win conditions.

Ruric Thar is powerful against any deck with blue, especially storm decks. I would say that Ruric Thar is ok against Stax decks as well. The only bad matchups are combo decks lite on noncreature spells, like The Gitrog Monster and Yisan, the Wanderer Bard .
