Have you considered Torpor Orb? It disables ETB abilities meaning you can cast Phage from the command zone as long as no one can destroy the artifact. If you can add Dauthi Trapper to your deck that can give Phage some evasion. I hope this helps. Happy Hunting!

Netherborn Altar might be worth a look, I've used it in decks with higher MV Commanders, but it also works if you just can't cast your Commander from hand and are in Black.

Dauthi Embrace is another way to give Shadow, and it's on a non-Aura enchantment, making it pretty rugged. You can also use it on other people's creatures as needed. Rogue's Passage and Whispersilk Cloak can help get Phage in as well.
