The goal of the deck is simple; Give your opponent stuff that you don't want. I tried to keep this deck budget, as that is the only way that I can play it, but the less budget option isn't that much more. Let's take a look at the cards.

Roast and Murder help to keep the board clean. Upgrades would be Ruinous Path and Grasp of Darkness. Treasure Cruise and Tormenting Voice will keep you drawing into what you need. Harmless Offering is the main point of the deck, allowing you to give stuff to your opponent. What are you going to give? Aggressive Mining and Midnight Oil would be good options. An obvious upgrade here would be to replace Midnight Oil with Demonic Pact. Disperse does double duty keeping the board clear as psuedo-removal while also bouncing back Midnight Oil for maximum value if you aren't drawing into Harmless Offering . Brain in a Jar is nifty as it will allow you to cast more spells for free, effectively speeding up the deck.

A consideration that I have for this deck would be to focus on Aggressive Mining and then, since you can't make use of it until turn 5 at the earliest, use a lot of land destruction. I'm not sure how that would work out though. Any comments are greatly appreciated. Enjoy the deck!
