Muldrotha grants the ability to turn self-mill into pseudo card draw. Milling 12 cards for 0 mana can be incredibly powerful. Note that Persistent Petitioners 's big mill ability doesn't require haste to activate.

The game plan is to get to 4 petitioners and then use them to sift through the deck and look for a wincon. The deck has several different ways to win, the main one being the tried and true Laboratory Maniac or Thassa's Oracle . However, you can also win with a janky Intruder Alarm combo that I'll outline below, or simply by milling your opponents out once you've reached a critical mass of petitioners and/or untappers.


Combos/Synergies:

Intruder Alarm + Presence of Gond creates infinite 1/1 elves, and infinite mill if you have 4 petitioners out.

Persistent Petitioners + Lantern of Insight creates a lantern lock where you can prevent your opponents from drawing what they need by milling important cards off the top of their libraries.

Couple that with Mindslicer + Phyrexian Tower / Sinister Concoction for a nearly impenetrable lock on the game.

Persistent Petitioners x4 + Seedborn Muse / Quest for Renewal can mill someone out completely in 2 turns. (given that it's a 4 player game)

Dark Depths + Thespian's Stage copying Dark Depths, gives you Marit Lage.
