The Hackball Primer
The $200 Budget List

The dirt-cheap, skimp-on-everything, barebones Hackball deck, designed for a 4-Player competitive EDH meta. This deck puts out consistent turn 4-5 wins and sports both toolbox creatures and blue interaction for resilience purposes, all for the price of a nice dinner for 2. It's a good list for the frugal anti-proxy player, who is looking to test the waters of competitive EDH before dropping significant amounts of money. The list is able to be upgraded slowly by purchasing better lands, better interaction and better utility cards, which are good investments for beginning competitive EDH players.

However, for as entertaining as this deck is, it would be in your best interest to up your budget to at least ~$220 if you were interested in playing Hackball competitively. You can find a $220 list here, which I use as my personal paper list.

Check the Hackball Primer for an in-depth guide to playing this deck.
